This might be too much of a change from the original purpose. A closer read might be "What information informs their decision making?"

If I were redesigning this, I might ask "what is their mental model" and "What informed that model and what can change it?"

Also, I'm pretty sure Dave invented the empathy map, so it has to be a criticism of this work; which is ok. Criticism makes us better at what we do.
